NOTE: Please be sure to read the comments. Seems like the "NEW" MPD is once again out of control! It is Election time, so it must be time for those nice political perks. A head dispatcher? Someone save them from themselves!! We need some common sense injected into our town! FOLLOW-UP: A head dispatching position is in the works? For 10 calls a week, now they need a boss? What do we need a Chief for, what does he do? He probably is used to this "delegate thing", and we all know he was trained well via S.Menard, so he knows how to take orders!
Back in the day, when the Beatles were fav, they sang a song titled "8 days a week" With some slight modifications, and our appologies to Paul, John, George and Ringo, maybe the Millville dispatch motto should become: 10 Calls a Week! When reviewing some data regarding the amount of calls received per community on the Statewide Emergency Telecommunications Board (SETB) site, one discovers the level of 911 calls per entity. Millville's numbers bear examination, as it supports our friend Buggy and the Deacon as to their assertion that the dispatching operation is just too costly to maintain: For 2005, the stats have been posted. The Millville 911 answering post handled 534 calls for the YEAR that is right, an average of 10 calls per week, or a little more than 1.4 911 calls per day. Those are gross level numbers. It would not include duplicate calls for the same incident, or mis-dialed calls etc. So there is no direct correlation between these calls, and actual responses. Now if we take this a bit further, and looked at the $150,000 or more we are spending for dispatch it certainly looks that this is a tremendous waste of taxpayer money. 1. The 107 year old dispatcher does not work weekends. He works Monday and Friday 8AM to 4PM. So much for your listening to him on weekends. He is retired from the Massachusetts DOR. He requests working on Christmas and New Years because he can get double time and a half. Guess you mixed up your days and ypu don't work on Monday and Friday? Do you work at all? 2. If you check with other police departments in Massachusetts you will find they probably have about 70 to 80 policies in their department manual. They also have a lengthy rules and regulations manual. If 501 had done his job 500-1 and 500-2 would have more time on to spend on the road greeting and meeting wonderful taxpayers like yourself. But 501 was more interested in running the police chief association, planning veteran celebrations and competing with the people we elect to run our town. 3. We should bash 501 because if it were not for him we would not be in the predicament we are in today. And yes as chief of police for almost 20 years he not only had a responsibility to write policies and rules but to have a list of business owners numbers available for our dispatchers. And last of all you sound more like the Webmaster as your posting went on. If the selectmen want information I am sure the chief will answer to them as he should. If chief Landry were to respond to this poor example of community information disguised as the BLOGMILLVILLE I would be dissapointed in the selectmens choice of chief of police. You have your facts a bit skewed. First off, I believe the dispatcher in question, while a regular Monday and Friday dispatcher always was available rather quickly to fill in regardless of the time or day of the week. Shame on you and others (read HEAD) for dragging this person into this discussion. His only crime is that he has been loyal to Millville, so that in the minds of you and the QueenB that is not a good thing. Many years ago, I saw a policy and procedures manual that some guy - LesIsMore helped 501 write. At the time (1990's) that was good enough. Not good enough for the queen however, and since we are more about process than acutally delivery of services, we are focused on all the wrong things. I guess you are an expert on this, one can only conclude you are some "paper-pusher" beaurocrat, not interested in actually delivering the services, more interested in pointing out the shortcomings. Since 500-1 was with us for 6 months, why didn't he write the manual if it was so important? Oh, I guess you can't get that done in 2 hours a week, especially if you need to go pet the QueenB for 1 hour and 50 minutes of that time. There has been a list of businesses and business owners in the police department and available to dispatch for the last 15 years. The software available to the dispatchers offers a quick lookup for that information, so once again you are 180 degrees off base here. Maybe lack of training, inexperience, or just general ignorance is to blame here. After all that is a long ride over across the state line to check on that business of ours. However there is a Dunkin' Donuts close by, so that would be a good thing. Obviously there "catalyst", you don't know much about Millville. Community policing, working in the community has been a hallmark of the town for as long as I remember. That includes being involved in things such as veteran celebrations, walks for the Jimmy Fund, Playground celebrations, parades, Senior Citizen lunches, Toys for Tots, DARE, and many other great programs that the MPD had a hand in. Do you know why this is so? You haven't a clue. Although you claim residency for 17 years, you must operate either in the dark, or the bushes? Which one? I am glad you have a good friend in a neighboring town. However this latest "need" has come up in just the last few years, not over a decade ago, so I think you are mixing some of your facts here. Finally: Stash and Romeo didn't have nor need a policy manual to know what to do. Their experience and Common Sense was their guide. Maybe we need more of that, and less of these Criminal Justice experts to guide the way. You of course, wouldn't know either of those fine gentlemen. True public servants of the best kind. Where does one begin to counter some of these ridiculous accusations, charges and statements made by visitors to this forum. One does not come here expecting a fair and impartial view of town politics. 1st. The chiefs car in front of the station. Maybe if Ryan would have done Chief 101 work and had polices and procedures years ago the current chief would not have to be starting from scratch drafting and implementing them now. 2nd Same thing with business contacts in Town. There should have been a contact sheet for every business in Town long ago, what was Ryan doing all this time. Try as you will to blame the new chief. 3rd. Ten calls a week to dispatch. We all know figures lie and liars figure. Even if the stats are correct there are ten 911 calls, how many business calls are there? I agree with that blogger. How can you promote a good healthy work environment when you are promoting smokers. People dont want to work in a smoking environment at all. I was told you cannot smoke to be a Police Officer and if you want a Police promotion you cannot smoke. It is kind of interesting when you ask two simple questions what responses you get. 1. Why do you need a head dispatcher for 10 calls a week? 2. Why do you need computers in the police cars while only one officer works and the geography is not accomodating to signals. I am amazed what type of spin you get. Yes chief Healy put in an electric key code lock for dispatcher safety when he came here. Officer Merolli told me the reason was if a dispatcher were to become ill there needs to be a way for emergency personnel to get in without a key. The dispatcher or officers responding can provide the entrance code to emergency responders to allow them in. It also protects the dispatcher from intruders. Under chief Ryan if the garage door were left open by mistake or any other reason, anyone would have access into the diapatch area by just walking down a back hallway. Now there apparently is a coded lock on the back door also. Also if a prisoner overpowered an officer or get loose to run thru the station they had access to the dispatcher and all the radio public safety equipment. hmmm all these comments are begining to sound more and more like they are coming from Mr Timothy, Never to be called chief again, Ryan. Is someone jealous of Chief Landry? Because he is doing a good job and improving the department. Is he jealous that he didnt have an unmarked car. He was to busy trying to get people to notice him. Im sure this wont be posted because all the people who look these over before they are submitted are loyal to the Ryan family. What a joke that would be. I was told this weekend from a very good source that Tim Ryan actually told Chief Landry he would only be here for three years because he and his brother Jim were going to run for Selectman and they would not renew his contract. What is Timmy going to do appoint himself after that? I know how smart Tim is (or isn't)but I thought Jim was smarter than that and actually felt he had more ethics than to do that. Sounds like a preposterous proposition to think that ANY candidate for Selectman would even entertain the notion of not renewing the contract. Certainly, why would they show their hand at this point, unless of course it is some fabricated story, developed and delivered by the WMD that the TwinPonders have made a lifetime mission of spreading hate, inaccuracies and down right lies about people in our Town. (Watch your back Sr. Citizen Buildiing Committee.. and what have you..) Let us take a look at the present makeup of the board: The queen, lurch and Tommy Tree-Warden plus 2 to be elected this spring. Millville would be hard pressed to find two better candidates for Selectmen. Certainly no one can argue the committment and hard work that both Tim and Jim have done for the town. It would be an honor to have Tim or Jim, or both throw their hats into the ring. Certainly there would at least be discussion at the table on Monday nights, and not a rubber stamp operation that is currently the case at 8 Central St. To the TwinPonder/Head/Whomever. He was kind, courteous and vey professional. Shame on you for being disrespectful regarding an elderly person. I have also met the 107 year old dispatcher and i agree. From what I have seen he is a nice man. But have you ever listened to him on the scanner. He forgets where his officers are and he is slow as hell. If I were the Chief i would be concerned for Officer safety. They all like him?? I liked the easter bunny too when I was a child and the bunny was handing out treats, like say... head dispatching jobs and other perks, shall we say. It would be rather hard to say much about the Chief's performance, as he is still firmly in his honeymoon phase of his relationship with Millville. I would say the first chance we see what type of chief he is going to be is during the upcoming budget cycle. What promises have been made by the queen for this coming go around? Additional staffing? Promotions? How will InternetAndy be rewarded for his "dealings" with the board during the spring crisis? Certainly there has to be a reward, since he is a marked man, and can't find employment with any other agencies. Like the Easter bunny, eventually 500-#2 will run out of treats. Then we shall see how things are down the road. Don't worry, we will be watching!!

I am sorry I missed spelled som words and or my grammer was incorrect. All I did was ask a question of the Moderator and he did that with out a wise guy remark and I thank you for that... I dont think we need alot of full time dispatchers.. The Town of Paxton has 3 Full Time dispatcher 1 Chief Dispatcher 1 Deputy Chief dispatcher and one regualr dispatcher. With part timers to fill the weekends.. Now Paxton does as much if not less calls then Millville. But anyways This is Millville if we cant complain about one thing its another thing... Thanks for bringing this up, and pointing out my expertise in this matter. I appreciate it greatly! In 1992 Uxbridge, faced with budget issues and other issues, pretty much told Millville it had to go it alone regarding Public Safety Dispatch. Uxbridge was also in the process of combining the Fire and Police Dispatching, and since the Millville dispatch was actually done out of the Fire Department, Millville was pretty much out in the cold. Faced with this issue, a real Town Administrator/ExecSec by the name of Paul Cohen worked with true town leaders that served as selectmen back in the day. Through dogged determination and hard work a plan was created that brought the Dispatch back into town for the first time in nearly 25 years. Cohen and the Selectmen worked hard to think outside of the box, and not accept the "business as usual" approach. They raised people's expecations when it came to government that worked for the people! A decision by that board and the ExecSec was to create a separate department, not managed by either PS chief. They created the position of Director of Communications, and that person was charged with developing and implementing the first 24x7 dispatch operation, the department also had additional responsibilities such as answering the town hall phone when no one was in Town Hall, as well as doing some office work, typing, database data entry etc. in support of the Town. The department even did all the layout work for the Annual Town Report in 1992, saving the town about $1500 in setup and other related costs. Town meeting approved the plan and funds for the fledgling department in May of 1992. A Director was hired. There were three candidates for the position. One joker who said he would do it for free, another resident who is also well known in the community, and has a similar record of accomplishment to the person chosen, and of course me - the guy who got the job. It paid $7,000.00 a year, and the director had to be a working director and to fill shifts, and work regular shifts. We hired 16 recruits and trained them during June of 1992. On July 1, 1992 at 00:01 Millville Communications went online. We took control from Uxbridge PD, and the handoff was from then-Sgt. S. Frietas. Now the Chief of the Department. We had 13 part time dispatchers in the schedule, as three candidates elected not to continue in the program. We provided all training for everyone - first responder, CPR, basic radio practice, phone answering etc. over the 4 weeks of June. Over 100 hours of training was mandated, and we didn't pay anyone a nickel. In fact all salaries went into effect on 7/1/92, so all of the planning and training time was FREE My role as the director was threefold. 1. Create and build the first ever 24x7 dispatching operation and prepare for Enhanced 911 that would be delivered in 1993. 2. Manage the budget and personnel matters of the department and report on our status on a monthly basis. 3. Shop the service to the neighboring towns in an effort to lower the cost of the service to the Millville Taxpayers. If this included regionalization, then so be it. Whether we were the host, or whether we "farmed" it out. The then-FinCom believed I was the best person to accomplish this. By having this service already established in town we felt we were well equiped to show neighboring towns' our great operation. For once Millville could negotiate with some sort of leverage, in order to get the best deal for the taxpayers... However, Politics do change things, and in an effort to save money the Communications Director was eliminated from the FY94 budget, and the department was then folded under the Police Department at that point. The Millville Dispatching operation was never meant to be a long term solution to Public Safety Dispatch. I had laid the groundwork in the spring of 1993. I was told point blank by the man who is now the Chief/Chief in Mendon I was too far ahead of my time. I took that as a compliment. As I reflect on the work of nearly 15 years ago, I am proud of the job I did for the Town. I did it well. I have certainly served the community in a very diverse capacity, whether public safety, town government, and other areas. I eagerly donated hours of my time even as recently as 2005 to help the public safety evalutate new software and come up with some recommendations and solutions. Like all of my service to my Community, my record of service is beyond reproach. But as is the case with the treatment of Chief Ryan, Millville has a certain group of negative people (her picture adorns another story here) who want to exploit the negative. They live for the day that someone might have some misfortune, and they exploit it. They love to drag everyone down into the dog poop as it were. They love to spread lies, and inaccuracies, and they get their new estate friends to do their dirty work for them as well. So much for "raising expectations" Certainly my home Town deserves better, but you reap what you sow, and now Millville is an example of a town that has seen better days. Mediocity and retribution is the expectation level here. I don't think Millville is better off now than it was back in 1992, that is for sure. It is a shame however, for all of us that still call Millville "home". You see there is something special about those 4.97 square miles that people like Savage, Petrowicz, TwinPond, the Truth or McCutcheon can not take away. Regardless of my new Zip Code, I know I speak for others when I say: "We all still care about the little town that always could."

I remember the time well. True, Millville would need to pay more for dispatching at the time, but apparently the desire to expand personal empire and cash in on "free" 911 equipment overruled reason. Why could the town not negotiate an agreement with Bellingham (or - gasp - Blackstone) for a limited period? I could clearly see that the choice to create the Communications department could only lead to steadily increased costs - but no increasing benefits. It was clear from the start that the CoP opposed the concept. What chance of success could this change have when the primary stakeholder was in opposition? Where have you been? This "head dispatcher" position has been in the making since June. This site is getting out of control, you people who are sitting here talking down about the people who work HARD to keep you safe, and most of it is all based on hear-say. I sit here and read some of the replys on here and it is 100% untruthful, then the next reply is another person who thinks they know what theyre talking about trying to correct the previous person. Its absolutely rediculous, and down right hurtful. The people who work for the town should not be scrutenized like this, and constantly put down. You all should be greatful for the group of people the town has working for them. Take half of the time you people put into making people feel like crap, and use it towards something that will HELP the problems you think the town has. So much for approving this new position via Town Meeting. Oh, I forgot, to hell with the townspeople, we know what is best, and we will do what we want! 500#2 is on the job for 36 days - 5 weeks and he already knows he needs a HEAD dispatcher? Wow! The payoffs are already starting to materialize! What qualifications does this person have? APCO certified? EMT? Degree? Management experience? How and why should you ever need such a position. You mean to tell me the Chief of the worlds smallest PD can't manage the dispatch operation? Down right hurtful? Why? No one seems to like being called on the carpet for "Bonehead" plans, that can't pass the smell test. This sure does smell rotten, not to mention it wreaks of the typical inside job that the queen and her minions are so well known for. Work hard? Come on! Changing the VCR tape, or watching the soap operas day and night? Averaging 1.4 911 calls a day? Dispatching how many calls a day or shift? Sounds like a bank robbery is in progress. In case you wondered, we don't have one, but someone is stealing $$ right under our noses over at 10 Central. Yeah, sure it was! There was no new position authorized by the Town, it was hidden - like an earmark - in the adjustment of the PD budget. This is typical of the McCutcheon regime. More about that later! Be honest folks, we don't need any HEAD dispatcher, plus it is doubtful given her record, she is qualified. Wasteful spending will be the downfall of Millville and the HEAD and the rest of the stooges will be the cause. Man the lifeboats! ps: I can't afford cable. My taxes are way too high

As a town resident I have been reading this blog for quite some time. But now it is time to comment on the last few entries.
First of all I think it is down right hurtful to call a career dispatcher 107 years old. And to complain about his job performance is just plain wrong. I have listened to this dispatcher for the past decade work on Christmas, weekeneds, etc. From what I hear this man has never called in sick in 10 years. Now we have a head dispatcher-elect, calling in sick all the time. This 107 year old dispatcher gives more back to the town of Millville than he receives. And he doesnt even live here. This employee is a role model in my book.
Second: I thought the last Chief called "Mr. Fix it" did over the policies. If Landry is still working on them, what did "Mr. Fix it" do for six months? Correct if you say work 2 hour days.
Third: It seems like to skirt around the cruisers sitting around all the time it seems like bloggers are trying to bash ex-501. Well he is not here now and 500(2) has the responsiblity of making sure that business alarms are answered. Policy or not that is very embarrasing for the department and the town when an out of town agency finds your alarms. I am sure that Landry to save face has looked into this and posed some disipline. Landry will learn fast that he cannot be the good guy all the time.
As someone said last week I am still waiting also for an explanation why we need a head dispatcher for 10 calls a week and a report stating car computers can work all over town.
Some think writers are bashing the P.D. What we are doing is just looking for an explanation for spending this money. It is true if we all get the answers we are looking for we can all support and understand why all of a sudden we need these changes.
Hopefully Chief Landry will contact Blog-Millville with this information and share it will all of us.
